Electronic Toll Collection

new Electronic Toll Collection (ETC) system will operate on specified road infrastructure in the Slovak Republic and will commence 1st January 2010. Toll is a defrayment for the use of Specified Road Sections based on electronically obtained data and it represents the revenue of the Toll Collection Administrator - Národná diaľničná spoločnosť, a. s. (hereinafter referred to as “NDS”).

Subject to Toll Payment
The liability to pay the toll in Slovakia pertains to operators of motor vehicles with the total weight exceeding 3.5 tons or vehicle combinations with the total weight exceeding 3.5 tons designed for the transport of goods and motor vehicles enabling the transport of more than 9 persons including the driver. Details on exemption from the Toll Payment Liability are regulated by the Act No. 25/2007 Coll. on Electronic Toll Collection.

On-Board Unit
On Board Unit is an electronic technical device providing a clear identification of the position of a vehicle by means for the Electronic Tolling System. The On Board Unit is not portable and beginning from 1 January 2010 a Vehicle Operator is obliged to use it in a vehicle subject to Toll Liability when driving on Specified Road Sections. The Vehicle Operator shall use exclusively the On Board Unit provided to him or her by the System Operator. The driver of a vehicle that is subject to Toll payment is obliged to check the correct setting and functioning of the On Board Unit before, during as well as after driving on Specified Road Sections.

The dimensions of the On Board Unit, without the holder, are 145 x 126 x 41.2 mm and its weight is approximately 480 g. On the front side of the unit there are indicating, controlling and signalling elements enabling the driver to set and use of the On-Board Unit correctly. An integral part of the On-Board Unit is also its basic accessories intended for installation into the vehicle through the cigarette lighter.

The OBU (On-Board Unit) will be mandatory from 1st January 2010. Electronic Toll Collection replaces the current form of charging using Toll stickers. The OBU is firmly tied to vehicle registration number.

Needful for smooth registration
For the registration the Vehicle Operator has to provide complete and correct data, the extent of which depends on whether the operator is a legal entity, a natural person – entrepreneur or a natural person. The data provided is verified through various types of documents. In general, we may say that you will need to submit the original or a certified photocopy of the following documents in particular:

  • identity card or passport
  • vehicle registration certificate
  • trade certificate, or concessionary deed, or extract from the Companies Register (or another certification of legal personality)
  • banking details (information on account number)
  • EURO norm certificate


Contracts
The Vehicle Operator will sign only two contracts:

  • Contract on the Use of Specified Road Sections is entered between the Toll Collection Administrator (NDS, a. s.) and the Vehicle Operator or another authorized person (hereinafter referred to as the “Vehicle Operator”). The Toll Collection Administrator undertakes in the contract to enable the Vehicle Operator to use the Specified Road Sections. The Vehicle Operator shall pay the Toll for the use of Specified Road Sections and to fulfil obligations connected with it.
  • Contract on the Provision of On-Board Unit is entered into between the Toll System Operator (SkyToll, a. s.) and the Vehicle Operator. This contract regulates all terms and conditions of On-Board Unit (OBU) provision.


Two Payment Regimes
The Electronic Toll Collection System (ETC) enables the Vehicle Operator to choose between two payment regimes.

  • In the Prepaid Toll Regime, the Vehicle Operator may use Specified Road Sections only after the Toll defrayment (comparable to prepaid cards with mobile operators).
  • In the Postpaid Toll Regime, the Vehicle Operator may use Specified Road Sections paying the calculated toll for their use at regular clearing periods (comparable to lump-sum tariffs with mobile operators).


Essentials
Based on the fact whether the Vehicle Operator is a legal entity, a natural person – entrepreneur or a natural person, various types of documents are necessary, based on which the correctness of the provided data is verified. It is in particular:

  • identity card or passport- vehicle registration certificate
  • trade certificate, or concessionary deed, or extract from the Companies Register (or another confirmation of legal personality)
  • banking details (information on account number)
  • EURO norm certificate


If the person signing the contract is not a statutory body of a company or a self-employed person, it is necessary to present the power of attorney. It is accepted officially certified (by notary) copies of documents and the original extract from the Companies Register or another similar register not older than 3 months.

The network is composed of 8 contact points in all regional cities and more than 90 distribution points at selected petrol stations and border crossings marked by the Toll service logo.
